CDA Takes Action Against Illegal Nilore Homes

The Capital Development Authority (CDA) has sent a formal notice to an illegal housing project called Nilore Homes, which is located in Zone IV of Islamabad.

The notice demands that the project’s developer immediately stop all construction and remove all unauthorized buildings and structures. The CDA’s Director of Regional Planning issued the notice because the project violates the city’s rules (CDA Ordinance 1960 and other regulations).

The CDA stated that a recent visit showed the developer was doing construction and development work without getting the required official approval. This activity breaks several key laws, including the CDA Ordinance 1960.

The notice gives the developer 15 days to tear down or remove everything illegal. If they fail to comply, the CDA warned it will take forceful action, including using police to remove the illegal structures. The developer of Nilore Homes will also have to pay for all costs of this operation.

The CDA noted that it had previously published public warnings in newspapers between 2014 and 2025, telling developers of unapproved projects to get their plans officially approved. Despite these repeated warnings, the Nilore Homes project (also called Nilore Valley) never responded or submitted an application.

The CDA is firm that it will not allow unapproved development in Zone IV or other restricted areas. It plans to take strict action against all illegal housing and farm schemes to protect the planned development and environment of Islamabad.
